The free zone sector, an industrial area composed of foreign and local investment companies, is currently one of the fastest growing industries in the country. Operations are mainly focused on medical devices, electric and electronic devices, jewelry, tobacco products, footwear, and textile manufacturing, generating over US$ 8,060 MM in total exports in 2023.

This industrialization process, along with a strong internal and foreign trade is supported by the development of a modern logistics infrastructure. Our award-winning network, consists of 8 airports and 12 ports, are opening doors to markets throughout the Americas and Europe, in an efficient and timely manner.

With the supply chain’s evolution, our logistics services have evolved to more than just storage and transportation. Value-added services such as deconsolidation, packaging, labeling, distribution and reexports of goods have been essential for the sector’s growth and development. The Dominican Republic is well on its way to becoming the premier logistics hub in the region, with connections to over 73 destinations via 8 international airports, 12 specialized ports for cargo transportation and 5 ports for cruise ships. Additionally, the country boasts a comprehensive network of 1,395 kilometers of main roads, 2,412 kilometers of secondary roads and 1,620 kilometers of tertiary roads. Alongside its strategic geographic location, a stable political and social environment, and a thriving economy with over $30 billion in imports and exports, the country presents a unique and unparalleled opportunity for foreign investment in its rapidly growing logistics industry and renowned free trade zones.

Its privileged geographic location, at the center of the Caribbean, allows transfers to Central and South America to be done in an average of three hours by air or two to four days by sea. Meanwhile, to the United States, a market with over 300 million consumers, with high purchasing power, the trip takes about three hours by air (E.g. Miami, Florida) and 2 to 3 days by sea. As for Europe, the average time by air is 8 hours and 12 days by sea. These transportation advantages, combined with the country's goal of becoming a world-class logistics hub and a strategic platform for nearshoring, make the Dominican Republic an attractive destination for business opportunities in a global geopolitical land-scape where the country is gaining increased attention for its constant economic growth.

ASOLOGIC was established in 2015, basedona Presidential decree, which set the legal framework to facilitate the use of logistics warehouses as they are today. "It was then that we saw the need to create an association in which today there are 22 companies in the sector, and which offers, in addition to the warehouses themselves, the entire offering throughout the logistics chain: international transport, customs management, land transport and distribution. ASOLOGIC's vision is to continue taking the necessary steps for the country to keep growing as a regional logistics hub”, says its president Alexander Schad. We are already a hub, and we are on our way to becoming a regional hub, but firm steps are also being taken to become world-class, and ASOLOGIC plays a fundamental role in this regard, we told its president. "That's right," he replies and adds: “At the moment the Logistics Law is being drafted with which there will be more legal certainty, under the protection of the law instead of a decree. “At ASOLOGIC we believe that, just as tourism was an emerging opportunity at the time, free zone at the time..., logistics is going to be the engine and the new pillar of growth for the Dominican economy in the coming years, and this is our goal.”

because large multinational sectors are setting up in the Dominican Republic. As Alexander Schad assures: "Without cargo there is no logistics and, without logistics, cargo can't be moved." The Dominican Republic offers unique opportunities that have been highlighted in several recent studies which indicate where the focus needs to be regarding efforts and specific value chains that can make us grow as an industry. In this sense, "we are talking about the concept of nearshoring and logistics as self-reinforcers," says the president of ASOLOGIC. We need to showcase the benefits, which in part is being accomplished through the Alliance for Development in Democracy (ADD) which includes Panama, Costa Rica, the Dominican Republic, Ecuador, and the United States. “Within the Alliance, a Business Council has been created that incorporates businessmen from these countries. We are promoting the Dominican Republic directly with these decision makers from multinational companies when deciding to relocate, increasing manufacturing capacity, or establish new factories near the United States. And that is where we must look. “The United States is our natural market and is the largest in the world”, says the president of ASOLOGIC. A historic moment, a moment of opportunity, and a logistics industry that is growing, we commented to Alexander Schad, who replied: "Yes, the sector has grown enormously, you just have to look at the number of logistics operators there are at the moment since 2015. More than 60% of ASOLOGIC members are new entrants. The sector has grown in all segments, now there is much more variety and specialization has deepened”. The logistics industry has grown, but we can grow even more. Therefore, ASOLOGIC also focuses on the training, education, and preparation of professionals. The creation of the Logistics Institute is a vital initiative for the sector.

ASOLOGIC currently has 22 operators that have acquired an important role and, together with other groups such as ADOZONA’S Logistics Cluster, ADACAM and ANRD will be engines of the logistics sector in the Dominican Republic, to which Alexander Schad responds to the comment: "Yes, ASOLOGIC has the most important logistics companies in the country, with more companies waiting to join. Therefore, we will continue growing, also in transaction volumes”.

DP World and HIT Río Haina ports have the best performance in this evaluations, with investments of over $400 million in the last two years to improve infrastructure and continue to increase with the goal of expanding these ports. This connectivity makes the Dominican Republic a key logistics hub in the region. Additionally, the country aims to become a logistics hub for fuels for air and maritime cargo transportation and has sparked interest from companies in the United States, Germany, and Turkey to install large shipyards for the repair and construction of different types of vessels. Notably, more than 10,000 ships pass through the northern part of the Dominican Republic each year.

The Maritime Connectivity Index, which measures a country's connection to global marine transport networks, saw the Dominican Republic score 405 last year, earning it 38th place in the world, four positions higher than in 2019. The country's score is above the worldwide average of 270 and the Latin American average of 212.

We are well en route towards becoming the logistics hub of the Americas, and DP World has contributed significantly towards accomplishing this goal. What is your vision for this future hub?

At DP World, we see the Dominican Republic as one of our strategic locations in the region to continue investing and expanding our business, and to continue contributing directly to increase the country's competitiveness, which is very much in line with the current government's strategy to turn the nation into the most important logistics hub in the Americas and to develop the Free Trade Zone sector. Our vision is to continue contributing so that the Dominican Republic is seen as the ideal location for companies to set up, handle their cargo, carry out warehousing activities, feature an adequate structure and connectivity to all parts of the world, to streamline the flow of world trade. The country's vision of a hub is to offer these resources, and we have contributed by creating an "all-in-one" logistics ecosystem, made up of four business units that work cohesively. However, DP World's commitment is not only to turn the country into a land cargo logistics hub but also an air cargo hub with the greatest connectivity in the region and, in order to accomplish this, we recently signed an agreement with Punta Cana Free Trade Zone (PCFTZ), a company under Grupo Puntacana, for the development of a Logistics Center, aimed towards developing a multimodal platform for the handling of air, land, and sea cargo.

What do you believe are the strengths we offer as a country during this current global geopolitical scenario?

Dominican Republic offers a very stable political and social environment, also a strategic location and an economy that is in full development and growth, elements that benefit us as a country at this moment in time. However, the strategic location of the country is not its only asset, but even with the challenges that are currently faced globally, and, in our region, the Dominican Republic has maintained an economy considered a benchmark for its peers in the region and is recognized by international authorities for its growth and stability. This makes companies see us as an attractive option when it comes to diversifying their operations.

The future promises a plethora of opportunities. What are DP World’s plans and goals towards the future?

We now have the appropriate infrastructure in place and are investing in technology. The latter, with the purpose of offering a much more efficient service to our customers. Our next step in the Dominican Republic is to continue developing our economic zone and our DP World Economic Zones brand, with the aim of encouraging logistics and manufacturing companies to use the country as their distribution center in the region. Moreover, and within our vision of making the Dominican Republic the main logistics hub in the Americas, we are placing great emphasis on operating the business in a sustainable manner; and by sustainable business, I am not only referring to environmental aspects, but also to how our company can contribute to helping grow the communities in which we operate. Thus, we have made significant investments that add value to the community and have forged partnerships focused on education and health with local stakeholders. In addition, we expect to continue investing in the future to contribute to an increasingly cleaner supply chain.

What is your overall vision of the Dominican Republic’s logistics industry in view of the challenges we are currently facing?

Dominican Republic is making efforts to become the logistics hub of the region; however, I believe that currently, the main challenge to achieve this goal is the lack of skilled technical labor that the sector will require. Quality human capital will be necessary in all aspects of manufacturing, logistics and terminal operations, to properly respond to the possibility that large companies will see us as an attractive site to set up their operations, and they will require agile personnel that meet specific standards. In addition, another opportunity that we must transform as a country is the bureaucracy in the granting of permits and licenses, so that foreign companies can operate and meet their business objectives in a more competitive way.

How do you envision the Dominican Republic a year from now?

At DP World, we see Dominican Republic moving towards its goal of becoming a logistics hub in the region, steadily taking steps to overcome the challenges it may face to achieve its purpose, and it is already being recognized in all markets worldwide for the benefits that make it the best option in terms of manufacturing and logistics.

The Dominican Republic is constantly increasing its connectivity, including AERODOM airports, which since 2016 have been part of the Vinci Airports global airport platform. In general, what is AERODOM's strategy for the future?

AERODOM is a company that bets on the long term. We are part of the world's leading private airport group, VINCI Airports, and our shareholders have found in the Dominican Republic a safe, attractive market with immense potential. Hence, they have been making a series of investments that seek to improve the passenger experience and offer the best entry and exit doors to the country. So far this year we have registered a record number of new flight routes. A total of 23 new routes, operated by seven airlines, allow us to offer more and better flight options to all passengers and tourists from the main cities of America and Europe. We are working to increase boarding gates at our airports and cargo services, with the vision of transforming them into regional hubs that provide new opportunities for launching more routes to multiple destinations.

We are on the way to being a world-class logistics hub and airports, like our ports, are key to achieving this goal. How is this logistics hub viewed from AERODOM? because we also talk about being a charging hub.

We are convinced that the Dominican Republic has all the capacity to be the logistics and cargo hub of the entire region. We have a strategic geographic location that allows us to access more than 350 million con-

sumers within a range of 3.5 hours. Likewise, we have a robust institutional system that offers all the facilities and assurances to attract new investments. Betting on this growth in 2020, AERODOM and VINCI Airports delivered the Cargo City SDQ, which allow to integrate all the actors and services required for air freight transport into a single, modern space. These new facilities made it possible to expeditiously receive all shipments of vaccines against COVID19 that arrived in the Dominican Republic. Thanks to these new facilities, processes have been made more efficient and, consequently, it has translated into a direct and positive impact on the volume of air cargo. Today SDQ, due to its high connectivity, flight frequencies and available spaces, is the airport that best complements the Dominican Republic's vision of becoming the Regional Air Cargo HUB.

Freight transport is essential in the idea of a logistics hub. AERODOM in 2021 mobilized a record figure, 175 million pounds and the International Airport of Las Américas, José Francisco Peña Gómez, is the leader in cargo transport in the country. What data is expected to be achieved in 2022 in this regard?

So far in 2022 we have already broken records regarding the volume of cargo transported versus all previous years. We have seen significant industrial growth and export processing zones in the country, which translates into a greater volume of cargo. Thanks to the extraordinary recovery of the tourism industry and air transport, today we have more airlines and flights that transport cargo to meet this growing demand. As an example, in SDQ we have regular flights from the 4 main cargo airlines, which have had to place additional flights and change to bigger aircrafts to respond to demand. I am confident that 2022 will also be a record year.

How is the future of the Dominican Republic viewed from the company Aeropuertos Dominicanos Siglo XXI (AERODOM)? Everything indicates that the logistics industry, and also the country's infrastructure, will have to expand and develop even more.

Without a doubt, we have already done it at AERODOM with our Cargo City SDQ; and we have several important projects in the cargo area in the pipeline to execute in the short term that will allow us to continue expanding our response capacity. We are committed to continuing to improve services so that we can continue to attract investment and turn the Dominican Republic into the Caribbean Hub.

Punta Cana International Airport is anotherof the windows open to the world that the Dominican Republic has in terms of air connectivity, a facility that has become a global brand for the tourist destination it represents, Punta Cana, although Alberto Smith, director of Landside & Cargo Operations, the most important thing that stands out in terms of its connectivity is its diversity, and comments that the United States and Canada represent 53 or 54% of the volume of flights. We are and will be a great logistics hub, but we are also a cargo hub, we tell Alberto Smith, and he responds: "That's right. Europe is very important because it is one of our main customers for vegetables and fruit.

We have direct flights to the United Kingdom, Belgium, France, flights to Spain with three, four airlines..., which opens a window of opportunities and projects that can be carried out. We are now visualizing this connectivity with the United States, Canada and Europe more clearly because, for example, South America is a great supplier of perishables. "COPA connects with all of South and Central America, therefore, opportunities also open up for us to capitalize on this with Dominican producers and get their products to Central and South America, or vice versa, bring them in and transit them within the country," says Alberto Smith, adding, "We support the country's logistics hub initiative and at the same time work to convert Punta Cana into a cargo logistics hub, where you can pass through here and get anywhere in the world in 24, 48 hours." There is no doubt that the Puntacana Group, owner of this airport, is working to capitalize on this air connectivity, although, as Alberto Smith acknowledges, being strategic allies of DP World allows them to visualize even further and contemplate the sea-air and multimodal transport modality. In this sense, Alberto Smith points out: "There have been very serious and formal conversations about bringing perishables by ship to Caucedo, they arrive there in the morning, in the afternoon they are in Punta Cana, they are loaded on the plane, and the next day they are at their destination".

Connectivity, business vision and many projects are taking shape in the eastern part of the country, specifically in Punta Cana, one of the most important is the air, sea and land logistics hub, and the Free Trade Zone park. "In the cargo terminal we continue with the projection of having it operational for the first, second week of April. We are talking about the General Directorate of Customs (DGA for its acronym in spanish) and its director, Eduardo Sanz Lovatón.

Never has this institution had such intense activity and carried out so many initiatives in favor of trade development. The DGA under your management has promoted historic initiatives. How do you feel about being one of the protagonists of this progress and modernization of the country?

The credit goes to President Luis Abinader. Ever since we started the campaign, the President was always looking for ways to extend the economic axes of the Dominican Republic beyond our undeniable strength in the tourism sector; the traditional economy, and the industrial development that the country had previously experienced. Then came the concept of nearshoring, the importance of our geographical location, our port infrastructure, our airport infrastructure. Since we arrived at the General Directorate of Customs, in line with this vision, we incorporated a series of legislative reforms and transformed a 1953 Law into one of the most modern customs systems in the continent. Right now, our exports are increasing and diversifying; In addition to gold and tobacco, we are exporting a large number of medical instruments, electrical appliances and jewelry items. All this has been part of the President’s vision, and in this path we have always had the undeniable support of the private sector.

We are a logistics hub, and we are working to become a worldclass one. You are also a key person in this sense. We talk about hub, nearshoring... Where are we going?

I imagine a Dominican Republic that within 10 years will be a world reference in international trade, as it happened at the end of the 1990s with "the Asian tigers". Singapore, Indonesia..., were experiencing an incredible technological development and manufacturing production that did not stop growing. I believe that the Dominican Republic, in a few years, can be the key point for international trade, where goods produced in Peru, Brazil, Bolivia will pass through the Dominican logistics hub, ports, manufacturing or assembly plants, to be sold in Europe or the United States. That is the future and that is what we are working for. This will create jobs and boost our economy, developing other business axis for the country's growth. And that is what logistics are, another economic engine.

Being a logistics hub opens the doors to many opportunities in all senses, also to the internationalization of Dominican companies. Do you think that, in general, Dominican businessmen contemplate this possibility?

The work of the State is to create the opportunity and when the opportunity is latent and can be taken advantage of, entrepreneurs will take them. In a meeting I recently held with a trade group, I told them that I talked to one of my sons, who studies in the university, and said: "Try to see the opportunities offered by the logistics areas, because the future of the Dominican Republic will be centered on logistics". The State has already created the opportunities with the new Customs Law, with the legislation of the logistics centers and operators, with the technology in the ports, with the large investments being made by multinationals. The opportunities exist, the Dominican youth must realize they have them because I am convinced that in a few years the Dominican Republic will be a reference in international trade.

The DGA's Strategic Plan 2022-2026, among many other objectives, aims to optimize customs operations, facilitate trade, and increase collections. I believe that all these objectives are being met.

We have increased collections, the 24-hour dispatch service has surpassed 50,000 containers in 24 hours. For the first time we are granting certifications of authorized economic operators to SMEs. There are many objectives that were in the 2026 Strategic Plan, and we have achieved them before 2023. Obviously, there are still things to be done, this is a constant work, a day-to-day work, but I am convinced that with the support of President Luis Abinader, the strength that God gives us to continue making this effort, and with the great General Directorate of Customs’ family and the wonderful team of collaborators that accompanies us, we are going to achieve it.

Taking into account that free zones are a flexible and export-oriented business model, together with the established incentives and optimal infrastructure for their development, and taking as evidence the success of subsectors such as medical devices, electrical and electronic devices, tobacco manufacturing, textile apparel, footwear, call centers and BPOs, logistics centers, among others, we can consider that the sector in the Dominican Republic is in its optimal growth stage. If there is global demand and favorable conditions for foreign direct investment are maintained, the Dominican free zones will continue to be a fundamental pillar for the economic development of the country. It is important to highlight the government's fundamental role in building this appropriate scenario. Through favorable policies and regulations, our competitive legal framework, training programs and infrastructure development are in place, we enable an environment where Free Trade Zones can thrive and expand their operations.

The government's commitment to promoting foreign trade and attracting foreign direct investment is also crucial to ensure the sustained growth of the sector. Effective collaboration between the private sector and the government has been the fundamental pillar of the success of the Free Trade Zones in our country and the key that will allow us to maximize the potential of our sector in the current international context.

We are a logistics hub that is making progress in becoming a world-class reference. For Free Trade Zones, logistics is also fundamental. How does this sector view the progress that our logistics industry has experienced?

Without a comprehensive logistics ecosystem such as the one we have today, the success of the development of free trade zones would have been limited. Most companies have outsourced warehousing, packaging, relabeling, planning and sourcing, forwarding and capital release services. All these services are essential to the seamless flow of FTZ trade and complement each other as a global manufacturing and service hub. An example of this is medical devices, which previously had to be exported to Europe or the United States to undergo sterilization, packaging and packing processes.

Thanks to the collective efforts made through public-private alliances, we have a network of services that allows us to assemble, manufacture and export products entirely in the Dominican Republic. It is necessary to highlight that the infrastructure of ports and airports that has been developing and strengthening in our country during the past years, representing an ideal platform for the logistic development and its support to the manufacturing and foreign trade processes that take place in our Free Trade Zones.

“ BASC has more than two decades promoting security in world trade ”

The Business Alliance for Secure Commerce- BASC, was born as an Anti-Smuggling Alliance in 1996 with the U.S. Customs Border Service, with the intention of mitigating the risk of cargo contamination to that country. This event and the fateful attack of 9/11 laid the foundations for the birth of the Customs Trade Partnership Against Terrorism (CTPAT) and later the World BASC Organization, already present in more than 10 countries in Latin America.

"Since that time BASC positioned itself as the leading private sector organization, with the purpose of promoting compliance with international standards and good security practices for border protection and the global supply chain," says Omar Castellanos, executive director of BASC Dominicana. "BASC's standards and audit process were harmonized in 2008 with CTPAT's security criteria and validations. This was done to ensure that companies and business partners abroad could know that BASC certification was based on the same CTPAT security criteria, generating the first inter-institutional agreement for these purposes. At the end of 2020, CTPAT - CBP and WBO launch the Action Plan containing the objectives or areas of common cooperation, global security committees, mutual recognition and information exchange to streamline trade and strengthen controls," adds Omar Castellanos.

ProDominicana as an institution works in twoareas of action, one that has to do with the promotion of exports and the other, the one related to investment. In both lines of work, for the director of the Market Intelligence Department, Vladimir Pimentel, logistics is fundamental. "The elements of logistics, transportation, cargo, among others are a fundamental component to continue boosting Dominican exports. Logistics is a platform that has been strengthening and has allowed us to improve exports in terms of efficiency and time. In this sense, there are indicators that point to the fact that we will continue to grow, in fact, we are going to close the year with close to 14 billion dollars, and obviously logistics issues are crucial for our exports to continue to develop," says Pimentel. In terms of investment, as an agency for attracting Foreign Direct Investment, ProDominicana also works with investment companies in the logistics sector. "First, promoting action plans to see which companies we have to attract to the country, which are necessary and will complement the logistics offer. Logistics is a vital issue and that is precisely why we want to coordinate with the Logistics Cluster the actions we can carry out jointly. We want the exporter to understand that exporting is not only producing and knowing what to sell and where to sell it, but that there is also a whole strategic logistics definition, because we must also know the best way to structure my business or export portfolio. We have to move in that direction, we have to create a whole logistics culture and the Cluster has this idea very well defined in its strategy". We have many opportunities for the country to be an important logistics hub in the region, but nearshoring also opens a window of possibilities, we tell Vladimir Pimentel, and he responds: "Now we have an advantage in having a president who is an entrepreneur. When you talk to him there is clarity in the messages, there is no theory, but practice and he seeks to materialize things as quickly as possible, and this is vital for the country at this time. There are multiple initiatives and projects of great importance in the country and this is due to the fact that there are great interests and a lot of consideration that the moment of opportunities that we are living is real and this generates dynamism. There is also an extremely important component, and that is to achieve the investment of technological capabilities, on the one hand, the appropriate technologies to respond to the challenges and the issue of human resources. I believe that we must have an integral vision of the actions and initiatives for the internationalization of the Dominican economy. We have the Development Plan, we have the logistics issue, we have export strategiesfor modern services, the plan to relaunch the free trade zones, a nearshoring plan..., there are multiple initiatives that must be coordinated in an integral way. Another issue we are working on, and it is fundamental for logistics, is the issue of market intelligence, in this case logistics intelligence. We want to deal with logistics in terms of intelligence, of strategy, and this is something we are already doing at ProDominicana," concludes Pimentel.

The high air connectivity for cargo transportation is one of the main strengths of the SDQ airport, which every day becomes an attraction for companies that want to carry out nears-

horing. It currently offers more than 1,100 monthly commercial flights capable of carrying cargo, as well as 220 dedicated cargo flights. SDQ also has a network of strategic partners specialized in cargo transportation, with infrastructure and human talent with extensive experience in cargo transportation, who are available to facilitate and support all processes. An average of 14 million pounds per month is transported through AERODOM airports. Of these, about 48% corresponds to imports and 52% to exports, with a favorable balance for the country. 75% of this cargo is transported on cargo flights, and the remaining 25% on commercial passenger planes. Likewise, the courier industry uses air freight transport daily, importing thousands of pounds of diverse items for thousands of users who benefit from Internet purchases. This active and dynamic market has allowed a considerable increase in the number of flights, frequencies and destinations, motivating a reduction in air transport freight costs for the benefit of agricultural producers and various companies and industries that use these services to transport their products and materials. In particular, the free zone industry has benefited from having more planes and flight frequencies that allow them to quickly bring their goods or

export them urgently as needed, making the sector more competitive and placing the Dominican Republic in the list of 40 countries of the world that can place palletized air cargo the next day and door to door in the main markets. AERODOM's robust air cargo capacity has further strengthened the country's service catalog, allowing it to attract new companies and investments that can take advantage of the strategic geographic location of the Dominican Republic and SDQ, helping to turn the Dominican Republic into the Hub of the Caribbean.

Ilsa MIchelen is the first woman to lead a largegroup of companies representing all segments of the logistics activity in the Dominican Republic. Shipping agents, customs agents, logistics operators..., large and small companies that are part of the development of the national economy and are key players in the moment of opportunities that the country is experiencing. Although the current situation is very complicated globally, crises also generate opportunities and in the case of the Dominican Republic, this is undoubtedly a time of great opportunities.

The country is moving towards becoming an important logistics hub and a key platform for nearshoring, but everything indicates that we are also moving in the direction of becoming an important cargo hub. How do you see all these opportunities from ADACAM?

The Dominican Republic is in an advantageous and privileged position in many aspects. For example, in the logistic aspect, the government is betting together with the private sector in joining efforts so that our country develops as a regional logistic center, and all the situations that are taking place in the Far East benefit us and are promoting that we become a nearshoring platform with the United States, for example, which is also our main commercial ally and always has been. We have, therefore, an advantageous position that is benefiting many sectors, including foreign investment and our export sector.

ADACAM is the association that brings together the Freight Forwarders and Logistics Operators of the Dominican Republic, who are those who provide their services to international air and sea freight, logistics and warehousing, so it is a vital group for all our opportunities to become a reality.

That is the way it is. In this sense it is convenient to say that there is no doubt that there are multiple factors that are aligning in our favor and even, it could be said, that this is the only period in Dominican history in which the public sector is concerned about logistics. Let's say that the government has taken into consideration or has made the necessary analysis to understand that the logistics sector is the lungs of the economy, because through us, whether we are consolidators, shipping lines, customs agents..., we receive everything that enters the country, all the goods and, in turn, we handle everything that is exported. Therefore, we play a very important role because we carry out the logistics of the goods that flow into the Dominican Republic or that are also in transit to our country with final destination to others, and we are the ones who manage all that coordination. So, in one way or another, the logistics sector is an essential part of the Dominican economy.

ADACAM has just celebrated its 35th anniversary at a key moment for the future of the country. How do you envision the Dominican Republic in 2023?

I always like to be positive. I believe that the new year brings new opportunities and challenges that will undoubtedly allow us to continue to grow and achieve many projects because we have to take advantage of the upturn that the logistics sector is having in our country. There are many opportunities and there is also a long way to go. As foreign companies are setting up operations, others are watching, and every day more and more companies want to take advantage of the benefits offered by the country. Factors such as the geographical location, the facilities that foreign companies have to settle in the Dominican Republic, without forgetting a very important aspect: the labor force, a factor that if we did not have it we would not be talking about opportunities. When foreign companies see this conglomerate of factors, they say to themselves, then it is worth investing in the Dominican Republic. Also, we have to have a macro vision, and not limit ourselves to what we already have, but we must have a vision that allows us to see how we can expand the portfolio of our offerings and services, and this is undoubtedly the time.

Private Aviation.- Located on the east side of the International Terminal, the VIP Terminal is a private terminal and aircraft parking apron. Prior permission from airport management is required to use the private VIP terminal.

B2 terminal extension.- We are currently developing the expansion of terminal B, with the aim of having a greater annual passenger capacity. Terminal B2 will be operational at the beginning of 2023 with an extension of 25,000m2 that will give us the possibility of handling more than 2,500 passenger per hour. The new extension will have 7 gates, 7 jet bridges, a VIP lounge with a pool overlooking the runway, a large food court, shops and service offices. The terminal is designed to be a benchmark of modernity and technology where we will have cutting-edge resources that will offer a memorable experience to our passengers. Security and passenger services will be a reference in the Caribbean as we will install Security e-Gates in addition to 8 ad-

ditional Body Scanners, 8 tomographic machines, 4 automated tray return systems that will significantly reduce the security process time when addressing. The investment for this expansion amounts to US$ 80 millon dollars.

Punta Cana Free Trade Zone Free Trade Zone Punta Cana

Punta Cana Free Trade Zone (PCFTZ) is the first Air, Sea and Land Logistics Center and Free Zone Park in America, which will house cargo logistics operations, a fuel center, Maintenance, Repair and Overhaul (MRO) and administrative offices.

With an extension of 546,617.45 square meters (m2) of land, the project will contribute to the sustained economic growth of the area, creating thousands of jobs and positioning Punta Cana and the Dominican Republic as leaders in international trade and foreign investment. In alliance with DP World Caucedo, the Punta Cana Free Trade Zone will handle import, export, transshipment and parcel cargo on a 265,518 m2 plot of land and 75,000 m2 of construction. Creating more than 8,000 jobs, this center will consolidate the process of cargo operations on passenger aircrafts.

Free Zone

The Free Zone will have a land extension of 185,312 m2 and an approximate construction of 93,820 m2. Through this, more than 9,700 direct and indirect jobs will be generated, facilitating the creation of different businesses, such as manufacturing and service industries.

Strategically located in the center of the park, the Maintenance, Repair and Overhaul area will have 71,892 m2 of land and 27,000 m2 of construction, with space to house 8 positions to perform different maintenance processes for cargo, commercial and private aircrafts. With the creation of this area, 1,600 jobs related to MRO operations will be generated.

Fuel Center

The Fuel Center is designed to supply large draft aircrafts and will have an extension of 22,845 square meters of land and 4,500 m2 of construction. This space will have a fuel supply system with a future capacity of 2 million gallons.

That is why today the Río Haina Port exhibits developments and modernity in line with the international standards and its strategic geographical location makes it an ally of the Dominican productive and export sector. To date, HIT has invested more than 200 million dollars in key areas such as physical infrastructure, protection, security, environmental, and state-of-the-art technology, which has made it possible to maximize the work of Dominican ex-

porters and importers. Among these investments, the acquisition of multiple gantry cranes to operate container ships, five of them of the Panamax type, stand out. In addition, the depth of the berths and the port entrance channel have been expanded, enabling the port to receive larger vessels in accordance with the growth in the size of the ones that transit our region. Likewise, the terminal has the first cold chamber for the inspection of perishable goods in a port in the country, which prevents a break in the cold chain and maintains the safety of the products that are inspected there. The port also has the first and only electric vehicle charging station in a Dominican port to meet the needs of a growing global trend of eco-friendly ground transportation.

Additionally, HIT has acquired and donated to the Dominican Customs a RapiScan Eagle P60-S brand X-ray scanner manufactured under North American standards, for the non-intrusive inspection of containers, thereby promoting greater agility and efficiencies in mandatory processes on the part of the authorities of the country. HIT Puerto Río Haina has established a Quality and Security Management System certified under the highest international standards, including ISPS Code (International Ship and Port Facility Security), BASC (Business Alliance for Secure Commerce), CTPAT (Customs Trade Partnership Against Terrorism), ISO14001, ISO-45001, 3Rs Certification (Refinement, Reduction, Replacement) and AEO (Authorized Economic Operator). All this has made HIT the ally par excellence of the productive and export sector of the Dominican Republic. This is the case of the Dominican free zones, where more than 60% of the total containers exported by this sector are shipped through Rio Haina Port. Likewise, more than 70% of agricultural and industrial exports to the United States and the Caribbean region transit through this port terminal. In 2022, HIT Rio Haina Port is expected to receive more than 1,500 vessels that will move more than 500,000 TEUs and more than 7 million metric tons of break-bulk cargo, equivalent to 83% of all general loose cargo that is imported and exported in the Dominican Republic.

It started with services as a representative of world-renowned lines such as Hapag Lloyd, Condor, and Lufthansa, concentrating on the coordination of maritime and air transport as a complement to the service of these lines, with a focus on agent service. Over time E.T. Heinsen has innovated and ventured into air and sea freight forwarding, distribution, and warehousing, providing a more complete service in the field of integrated logistics. E.T. Heinsen SAS in land transportation has a large fleet of refrigerated and dry trucks, which operate controlled by GPS throughout the country to provide transportation and distribution services. As for the Warehousing business, they diversified by creating a logistics terminal in Rio Haina, where they have 36,000 square meters of space, which they used for the development of specialized warehouses for the handling of the deconsolidation of containers, warehouse logistics operator, and general warehouse and distribution, within this terminal they have structures capable of developing up to 13 thousand pallets positions in a single location with different regimes.
